Re-chartered in 1917, Kingsport was one of the early American examples of a planned "garden city," its layout organized by city planner John Nolen into districts for commerce, churches, housing, and industry. The plan produced some of the earliest traffic circles in the United States. Parts of that downtown grid — the physical record of what deliberate urban design looked like at the start of the last century — are listed on the National Register of Historic Places.
